Environmental research and business intelligence
ruleof3Environmental insight.
Commercial understanding.
Environmental and industrial research for teams at pension funds, insurance companies and family offices. We examine environmental dependencies, customer demand, technology and operating economics.
Research that explains
industrial change.
ruleof3 is Relisuco Renewables’ framework for general environmental research and business intelligence. Its name reflects three overlapping economic roles: exposure, prevention and response.
Services and deliverables- Research subjects
- Environmental pressures, industrial sectors, technologies, customer programmes and factual business developments.
- Perspective
- Long-term structural change, with an information date, source base and research horizon agreed for each assignment.
- Outputs
- Sourced thematic memoranda, educational briefings and periodic industry intelligence.
- Service limits
- General research and education. No recommendations on particular securities, client-holdings reviews, model portfolios or asset management. Full service scope.
Environmental need can create demand.
Funding, operating economics and delivery determine whether a response becomes commercially viable.
What must be true
for a solution to work?
Environmental relevance starts the investigation. Research then examines the customer, the operating economics and the evidence that the response can be delivered.
- 01
Funded demand
Who needs the solution, and who pays? Identify the reason to spend, the responsible customer, financing, approvals, procurement and timetable.
- 02
Operating economics
What does delivery require? Examine energy, materials, labour, working capital, maintenance and the supplier’s own environmental dependencies.
- 03
Delivery evidence
What has been demonstrated at the required scale? Distinguish technical claims, pilot results, customer qualification and repeatable commercial operation.
Ecological conditions stay explicit
Material ecological conditions and rights safeguards form part of the agreed research scope. Evidence gaps and unresolved constraints remain visible. A promising commercial opportunity does not resolve missing evidence on a critical environmental condition.
From the need for water treatment
to a funded response.
The research follows the customer, the funding, the procurement record and the evidence still needed to establish delivery.
- 01 / Need
Locate the problem
Identify the water system, treatment requirement and responsible customer.
- 02 / Funding
Trace the budget
Separate programme financing from procurement. They can have different dates and conditions.
- 03 / Procurement
Read the authorisation
Confirm the named supplier, the systems authorised and the spending limit.
- 04 / Delivery
Keep gaps visible
An authorisation alone does not confirm installation, acceptance, payment or operating performance.
A documented customer and supplier link
Orange County Water District’s board records identify a May 2020 authorisation of up to $11.02 million for 30 Evoqua treatment systems. An EPA loan for the wider PFAS programme was announced separately in August 2021.
The procurement authorisation predates the loan announcement. These records establish a customer programme and supplier connection; they do not establish that the later financing caused the earlier award.
A spending authorisation is one step in the chain.
The next research questions concern contract scope, installation, customer acceptance, payment and performance. Each requires its own evidence.
The useful output is a sourced account of what is established, what is inferred and what still needs to be verified.

The boundaries.
The business questions.
Planetary-boundaries science provides the physical context. Local, company and contractual evidence establish the scale and significance of a dependency or response.

| Boundary | Dependency or constraint to investigate | Illustrative business themes |
|---|---|---|
| Climate change | Heat, flooding and disruption affecting assets, workforce or logistics | Efficiency, cooling and resilient infrastructure |
| Biosphere integrity | Dependence on ecosystem functions, pollination and biological inputs | Environmental monitoring, restoration and agriculture |
| Land-system change | Land use, habitat condition and the location of operations or suppliers | Land management, restoration and traceability |
| Freshwater change | Water availability, quality and continuity of industrial processes | Treatment, reuse and water efficiency |
| Biogeochemical flows | Nitrogen and phosphorus losses and their effects on water quality | Precision agriculture, nutrient recovery and wastewater treatment |
| Ocean acidification | Changing marine chemistry and sensitive production processes | Marine monitoring and hatchery water management |
| Atmospheric aerosol loading | Particulate exposure and conditions affecting people or production | Air-quality monitoring, filtration and emissions control |
| Stratospheric ozone depletion | Refrigerant use, substitution and the transition of cooling equipment | Refrigerant recovery, alternative technologies and cooling systems |
| Novel entities | Persistent chemicals, material releases and treatment obligations | Testing, prevention, safer substitutes and remediation |
These links are research starting points. They do not quantify a company’s exposure or establish ecological eligibility or commercial viability. Several boundaries can affect the same activity; overlapping effects require analysis rather than simple addition.
